COP30 Assessment Report from TSKB Economic Research: "COP of Truth" or "Truth of the COP"?

Following the United Nations Climate Change Conference (COP30) held in Belém, Brazil between November 10-21, 2025, TSKB published its periodic annual report on COP assessments. TSKB Economic Research team has brought together the remarkable headlines of this year's COP30 in a report titled "COP of Truth" or "Truth of the COP"?

Continuing to engage in activities with the vision of inclusive sustainable development, TSKB (Industrial Development Bank of Türkiye) actively participated in the United Nations Climate Change Conference, one of the most important platforms of global climate diplomacy. The COP30, held in Belém, Brazil, was attended by the Bank's managers from various areas of expertise and relevant technical teams. Publishing a comprehensive assessment report every year after the COP negotiations, TSKB Economic Research team shared its analyses this year with the public within the report titled "COP of the Truth or Truth of the COP?".

The report comprehensively evaluates many topics such as the picture of global climate negotiations in the process leading up to COP30, the ruptures in multilateralism, the financing gap, and the host Brazil's calls for collective effort. Drawing attention to the level achieved in the fight against the ecosystem crisis in the 10th anniversary of the Paris Agreement, the report addresses the need for acceleration and the need for financing to increase the use and scope of clean energy technologies. The fact that the next conference, COP31, which will be hosted by Türkiye, will be organized in Antalya, attracts attention as one of the important review topics of the report.

Other highlights of the TSKB Economic Research report "COP of the Truth" or "Truth of the COP" are listed as follows:

  • While discussions on nature finance attracted attention at COP30, it is observed that Multilateral Development Banks (MDBs) aim to contribute to consistency and comparability in financing monitoring by introducing criteria and methodologies for nature finance.
  • The "Belém Declaration on Global Green Industrialization", which is one of the most important outputs for industrial policy design at COP30 and of which Türkiye is a signatory, aims to support green industrial policy design and implementation. 
  • During COP30, the Brazilian Presidency aimed to bring countries together under the umbrella of multilateralism with the call for "global mutirao", which refers to the global collective effort. However, China and the European Union, two potential leaders that could contribute to the collective effort, seem to have limited response to Brazil's call. 
  • It is considered that the Tropical Forest Forever Fund (TFFF), launched by the Brazilian Presidency, is one of the most important highlights of COP30 in terms of financing. TFFF aims to protect and restore tropical forests. 
  • Although the fact that COP31 will be held in Antalya may create an opportunity for Türkiye to accelerate its steps against the ecosystem crisis, how the negotiation processes will be carried out by the Australian Presidency will affect Türkiye's role in COP31 is among the issues to be followed in the upcoming period.
