TSKB Sustainable Procurements Management Policy
A. PURPOSE
The purpose of this policy is to set out expectations of Türkiye Sınai Kalkınma Bankası A.Ş. (TSKB) for suppliers it engages.
B. SCOPE
This policy covers the procurement of goods and services by TSKB. It is implemented together with the following other natural and social capital policies within the overarching TSKB Sustainability Policy.
- TSKB Environmental and Social Risk and Impact Management Policy
- TSKB Human Rights Policy
- TSKB Occupational Health and Safety Policy
C. PRINCIPLES AND PRACTICES
TSKB Sustainable Procurement Management Policy includes the following basic principles and guidelines.
The Bank;
1. Prioritizes local suppliers offering high-quality, cost-efficient products and services, who act responsibly and ethically and maintain a strong market reputation.
2. Performs supplier selection and agreements within the framework of the approved TSKB’s Procurement Regulation.
3. Ensures that appropriate suppliers are selected impartially and fairly.
4. Informs its suppliers in a clear and understandable manner about the scope, nature, quality, delivery dates and payment terms of the work they will perform.
5. Makes sure its employees do not reap any benefits from suppliers whom they are in contact with or cooperate with for business reasons.
6. Adopts a sustainable procurement approach that supports the reduction of environmental impacts and efficient use of resources in procurement processes. It works to prevent the use of products and services that may have a negative impact on critical natural assets such as forests and water. Furthermore, during the evaluation of product and service providers, it prioritizes products made from renewable resources, containing recycled content and with low environmental impact throughout their lifecycle.
7. Assists its suppliers in making environmental commitments and managing climate related risks and opportunities. It also encourages cooperation and engagement along the value chain on that matter.
8. Aims to align its suppliers with the Bank's sustainability standards, supporting them in becoming familiar with the standards and providing information and expert support when necessary. It also encourages them in establishing ISO 14001 Environmental Management System, 14064 Greenhouse Gas Emissions and 45001 Occupational Health and Safety Management System and takes care to work with suppliers that have these management certificates.
9. Encourages suppliers to manage greenhouse gas emissions and wastes from their operations and address their resource utilization in accordance with national and international standards. It also strives to ensure that the products procured are environmentally friendly and recyclable.
10. Expects suppliers to comply the following requirements and supports them in maintaining their compliance during the term of their procurement agreement:
- Compliance with legal regulations without exceptions,
- Providing their employees with decent living and working conditions,
- Being sensitive to environmental, social and human rights issues in accordance with the principles of sustainable banking and provide a suitable working environment for their employees within the framework of occupational health and safety practices,
- Taking care to implement the requirements of international conventions to which our country is a party, such as the International Labour Organization and the United Nations Universal Declaration of Human Rights, in line with fundamental principles such as human rights, labor rights and social justice,
- Prohibition of child labor under the age limit set by national and international laws and declarations, and exclusion of any companies that employ child labor to take place in their supply chain and among their customers,
- Fully compliance with the rules set by Turkish laws and regulations on minimum wage, maximum working conditions and hours, overtime pay, not employing children, discipline and punishment,
- Offering equal opportunities in all human resources practices, in the contents of notices for recruitment, in interviews and employee selection process, in measuring and evaluating performance, in career planning, promotions, training and development programs offered to employees, and in the remuneration policy,
- Compliance with the age provisions, social rights and guarantees, and working hours specified in the laws and regulations regarding the employees they employ,
- Not abuse their employees physically and not allow forced (involuntary) labor in their facilities.
11. Does not share with third parties the expert know-how made available by suppliers within the scope of the service provided by them without their permission.
12. Encourages the adoption of these policy principles by the Bank's subsidiaries and business partners.
13. The implementation and performance of this policy is monitored under the supervision of senior management and the Board of Directors.
D. ENTRY INTO FORCE
This policy shall enter into force on the date it is approved by the Board of Directors.
